Once you’ve hit that limit, the rest of your peasants are stuck as peasants even if all their needs are fulfilled. You earn “ascension rights”, which is a fancy way of saying only a certain number of your buildings are allowed to upgrade. Yeah that’s still the case, but I mean the opposite of that. It was useful to do that so that you wouldn’t all of a suddenly run short of the wood/brick/whatever, since the game didn’t check to make sure that your current level of output for things like alcohol or tobacco or chocolate could meet the needs of all of your new super elitist suckasses. In the town center screen you could uncheck the option that automatically upgraded residential buildings. Not sure if I’m reading this incorrectly, but you could do this in 1701 already.
